We need a new global system to address the plastic pollution crisis. The nations of the world could tackle the challenge together through an international agreement to prevent plastic pollution. The Nordic Council has released a report detailing what such an agreement might look like: "Possible Elements of a New Global Agreement to Prevent Plastic Pollution", also known as the Nordic Report.
