Call for Expression of Interest to review GRID-Arendal programmes financed by Norwegian Government Ministry of Foreign Affairs
GRID-Arendal is seeking suitable consultant(s) to carry out an independent assessment of the results of our work carried out in 2016 financed by the Norwegian Ministry of Foreign Affairs.
The assessment will focus on GRID-Arendal’s outputs, outcome, impact and efficiency primarily during the calendar year 2016 (1 January to 31 December, 2016), but taking into account that some of the projects have a longer timeline. The assessment will focus on projects supported by funds provided by the Norwegian Ministry of Foreign Affairs within the seven programmes (see specific activities to be assessed listed in “3” below).
2.2 Assessment of quality
The assessment with include an evaluation of the quality of GRID-Arendal’s outputs, in terms of their technical rigor, clarity and accuracy.
2.3 Assessment of relevance
The assessment will include an evaluation of the relevance of GRID-Arendal’s products to: A) the Norwegian government’s priority areas; B) the UNEP programme of work; and C) the priorities of other partners and clients.
2.4 Assessment of outcome and impact
The assessment will examine the outcome and impact of GRID-Arendal’s products, including both the immediate impact as documented by available evidence as well as the reviewers expert judgment of the likely potential, long-term impact that could arise over the next 3 to 5 years. The impact should be compared to the objectives and targets set in the 2016 MFA/ GRID-Arendal results framework document.
2.5 Assessment of efficiency
The assessment will include an evaluation of the efficiency in the production of GRID-Arendal’s products, including the quality of the work completed relative to the cost and time required for its production.
