Call for Expression of Interest: Policy Expert, Marine Litter and Waste Programme

GRID-Arendal is seeking the services of a policy expert.


Background:

GRID-Arendal is supporting UNEP in implementing UN Environmental Assembly resolutions on marine litter and microplastics, in particular the components related to developing national inventories of marine plastic sources, pathways and accumulation spots. This work will inform the development of national action plans on marine litter through the Global Programme of Action on the Protection of the Marine Environment from Land-based Activities and the Global Partnership on Marine Litter.


Within this framework, GRID-Arendal, through UNEP, is supporting developing countries to create solid knowledge compilations that will serve as bases for developing Regional Action Plans on Marine Litter. Through this process, the objective is to identify policy-relevant information on marine plastics that can feed into legislation, national action planning, and national communication and outreach.


GRID-Arendal is also undertaking an assessment on global and international policies and frameworks on marine litter and microplastics, to assist countries in making informed decisions. This work will support the efforts of developing countries and larger regions to combat marine litter and microplastics at a broader scale.


The following services and skills are sought:


Services needed:

  • Incorporate comments and finalise a desktop study, “Prevention and Management of Marine Litter in Western, Central and Southern Africa”
  • Identify knowledge and research gaps related to marine litter and microplastics
  • Develop a Regional Action Plan on Marine Litter for West Africa
  • Gather information on international marine litter policies and frameworks
  • Provide an overview of possible options to combat marine litter globally
  • The Consultant should address her tasks using the best scientific, technical, and socio-economic information available
  • The Consultant has the responsibility of ensuring that the various components of information are brought together on time, are of uniformly high quality, and conform to any overall standards of style set for the document as a whole
  • The Consultant should adhere to the milestones and deadlines set for the assignment
  • During the final stages of the deliveries preparation, the Consultant should be highly dedicated to read and edit material, and to respond to required changes promptly.
  • The Consultant is required to record in the chapter views that cannot be reconciled with a consensus view but that are nonetheless scientifically or technically valid.
  • The Consultant is expected to attend workshops or expert meetings called for by GRID-Arendal.


Qualifications sought:


The following will be required:

  • At least 5-10 years demonstrated experience in related files as a policy expert including experience on developing the above-mentioned tasks
  • Policy analysis: synthesizing existing research, organizing and analyzing facts and data, and policy formulation
  • Excellent communication and interpersonal skills
  • Fluency/high level of proficiency in English
  • International stakeholder engagement experience
  • Contributing to a motivated expert team and developing expertise and team capabilities
  • Flexibility and ability to work with tight deadlines, as well as attending regular meetings over Skype


The following will be considered a strong asset:

  • Experience of working with existing partners (e.g. UNEP and/or the Abidjan Convention)
  • Experience of working and engaging with developing countries
  • Experience of working with international policy


Time line and duration:

Specific assignments will be allocated during a timeframe from soonest until 31 December 2020.


Estimate of work:

Assignments of a duration between two to seven months (home-based assignment). Some travel abroad may be required (TBC).


Location:

Remote/home-based office consultant.


Requirements for submitting an Expression of Interest:

Interested candidates should include the following in their application:

  • Short cover letter (1-page max) and CV (including contact details of at least 2 referees for which similar work has been undertaken)
  • Portfolio of past work (max 5 pages) demonstrating experience and skills
  • Your daily rate, based on an 8-hour working day (in USD or NOK, including VAT), for the contractual period.


Applicants will be assessed based on the stated cost (daily rate), qualifications, and flexibility to work according to the timeline.
