Call for Expression of Interest: Website Designer and Developer services

GRID-Arendal invites Expressions of Interest from technical consultants in the area of web design and development to support our work. It is anticipated that successful candidates will be offered a sub-contract with specific assignments and deliverables as the need arises.

Scope of Work

The consultants will provide services to support the design, development and maintenance of websites and web applications, including:

  • Provide solutions for the optimization and enhancement of new and existing digital platforms and web applications in terms of design, user interface, and functionality.
  • Carry out the technical design, development, testing, implementation and maintenance of new and existing digital platforms and web applications.
  • Manage bug tracking systems in a timely manner.
  • Handle both back end and front end issues as requested.
  • Provide quality assurance on final draft products.
  • Integrate the branding strategy into the website designs.
  • Provide data visualizations.
  • Provide solutions for the optimization of the CMS to facilitate updating by non-technical staff.


  • Proven ability to work with other team members to ensure a smooth workflow.
  • Proven ability to deliver revisions in an expedient manner.
  • Proven ability to deliver high-quality work efficiently and on time.


  • A degree in computer science, information systems, or equivalent in a relevant field.
  • A minimum of 3 years of experience in developing websites and web applications is required.
  • Experience and advanced knowledge in web design and its underlying technology.
  • Experience and advanced knowledge in open source CMS (Content Management System)               installation and management.
  • Technical knowledge on emerging Internet technology and trends, including social media.
  • Working knowledge of security technologies.
  • Creativity and innovation abilities to deliver quality results based on the agreed deadline.
  • Experience with successful design of user interfaces including functional. requirements, user         workflows, wireframes, mock-ups and prototypes including data visualizations.
  • Practical experience in graphic design with Adobe Photoshop and/or Adobe Illustrator-.
  • Practical experience with responsive web design techniques.
  • Proven ability to articulate and present creative ideas.
  • Proven ability to write and edit code to optimize websites to the desired result.
  • Proven ability to produce content based on design thinking and end-user perspectives and to          transform creative direction and feedback into well-articulated results.
  • Proven ability to demonstrate creative, technical and analytical skills.
  • Proven ability to solve design and technical challenges quickly.
  • Proven familiarity and expertise in the design and implementation of web based ICT systems and  CMS functionality.
  • Excellent writing and communications skills.

Consultants will be selected in accordance with the procedure set our in the GRID-Arendal Procurement Guidelines. Main criteria for the selection will be relevant work experience, qualifications and fees. Profiles registered in the roster database will remain active for a period of up to 3 years. Whenever relevant opportunities arise, potential consultants with the required expertise will be identified and contacted.

Meeting the minimum criteria does not automatically qualify any candidates for inclusion on the roster of Web developer - designers. Also, membership to the roster does not guarantee job opportunities with GRID-Arendal.
