Capacity Development Needs Assessment and Roadmap Development – Plastic Data

Introduction to GRID-Arendal


GRID-Arendal is a non-profit environmental communications centre based in Norway. We transform environmental data into innovative, science-based information products and provide capacity-building services that enable better environmental governance. We aim to inform and activate a global audience and motivate decision-makers to effect positive change. Our vision is a society that understands, values, and protects the environment on which it depends.


GRID-Arendal was established in 1989 by the Norwegian Ministry of the Environment to support environmentally sustainable development by collaborating with the United Nations Environment Programme and other partners. The launch of GRID-Arendal was an outgrowth of the World Commission on Environment and Development, also known as the Brundtland Commission.


We work closely with UN agencies, regional organizations, national governments, and other strategic partners to create positive environmental outcomes and impact, particularly in developing countries. A major focus for GRID-Arendal is supporting fulfilment of the Sustainable Development Goals, the Paris climate agreement, and other regional and international commitments. Our work is organised into programmes on Polar and Climate, Marine Environment, Waste and Marine Litter, and Transboundary Governance & Environmental Crime, supported by the Production and Communications Office and the Project Support Office.


Project Background


The project “Capacity development to catalyze actions and commitments at the national and global level to reduce plastic pollution including in the marine environment” aims to support countries most in need to undertake enabling activities that build their capacity to address plastic pollution, including in the marine environment, through the development and implementation of legal and collaborative frameworks and strategic planning.


The expected outcome of the project is strengthened country capacity for the identification of sources of plastic pollution and the development of action plans, and support for the development and implementation of an ambitious international legally binding instrument. 18 countries will be supported to identify sources of plastic pollution and establish and/or advance National Action Plans to combat plastic pollution, including in the marine environment.


Tasks and deliverables


The consultant is expected to contribute to capacity needs assessment for 18 countries in total, covering Africa, Asia-Pacific, Latin America and the Caribbean and Small Island Developing States (SIDS), in particular to collect information on country-specific needs to improve plastic-related data aspects in the development of national action plans. The consultant is also expected to prepare a road map for capacity development on the identified needs and to support the development of knowledge and training materials on plastics-related data.


Deliverables and timeline


1. A review of preliminary findings of a needs assessment and methodology of conducting the survey

May 2023

2. In-depth needs assessment on plastics-related data for the 18 countries

July 2023

3. Inputs on plastics-related data provided for capacity development roadmaps for the 18 countries

August 2023

4. Inputs into knowledge and training materials to be used at project meetings on issues of plastics-related data

October 2023


The consultant will be required to work in close coordination with GRID-Arendal’s capacity development experts and the project manager as well as with at least two consultants undertaking similar assignments on areas of socio-economic aspects and technology / material science aspects.


No travel is envisaged.

Please note that contract award is contingent on confirmation of anticipated project funding.

Budget and evaluation

The consultancy is expected to have a budget envelope of 150,000 – 200,000 NOK.


Evaluation criteria with weighting (total 100)

  • Relevant education in data sciences, environmental sciences, or related fields is required, preferably at Masters or higher level. (30)
  • Experience from research on plastic pollution data, monitoring of the effectiveness of environmental management strategies and action plans especially on plastic pollution (40)
  • Fluency in written and oral English is required. Working knowledge of French and/or Spanish is highly desirable (20)
  • Price (10)

IMPORTANT - The consultant is required to:

  • never have been convicted of any criminal activity or named in a case involving corruption.
  • not have any conflict of interest with any staff member of GRID-Arendal, including but not limited to a relationship by birth or marriage to any staff member, joint ownership of property or involvement in past or present business ventures.

Quotations submitted shall be binding and valid for a period of thirty (30) days from the due date stated herein. Any prices accepted during this period will be considered firm/fixed. GRID-Arendal will award this requirement in total and will not accept any partial quotations.
