16.4.4 Capability to Choose, Adopt, and Adapt Technologies

Capacity is a function of the ability to access, adapt, and manage technologies. Building an adequate technical infrastructure, and training managers and engineers to incorporate environmental issues in the decision making processes have been continuing problems in both economic development and environmental improvement. Several cases (cited in Chapter 9) show that developing indigenous capacity plays an important role in facilitating informed technological choices, and allows for greater capacity to innovate and adapt the technology to suit local conditions.
