    The EIS-AFRICA Board

    Functions

    The Task Force on the incorporation of the EIS Program proposed that the principal governing organ of the entity should be an elected Board, charged with providing policy and operational guidance, Program orientation and mobilizing the financial, human and material resources needed for the execution of the mission of the organization.

    The main tasks of the Board, included in the overall strategic guidance of EIS-AFRICA would be the following:

    • global policy of EIS-AFRICA;
    • sustainable funding of EIS-AFRICA;
    • appointment and dismissal of the Coordinator and Secretariat professional staff;
    • oversee the development and approval of the strategy and business plan of EIS-AFRICA;
    • ensure that regular and independent evaluations of EIS-AFRICA are conducted;
    • approve major ad-hoc policy decisions in EIS-AFRICA; and
    • provide support for the Coordinator on strategic matters.

    The Board will have a Chairperson elected by its members, each of whom will have a portfolio or task.

    Election of Board Members

    The members of EIS-AFRICA would elect the Board, who would be credible and recognized persons having the experience to guide an entity such as EIS-AFRICA. It would consist of between 10 and 12 people, mostly African and be nominated for a fixed and renewable period (2 to 3 years). Board members would not serve more than two consecutive terms of office. The specific processes for nominating and replacing Board members will be included in the Articles of Incorporation.

    Meetings

    The Board will meet annually to undertake a strategic review of the state of EIS development in Africa and geo-information in general. The review will provide an overview of activities and an evaluation of the impact of EIS and other geo-information applications on the process of sustainable development. A set of key strategic actions required to improve the effectiveness of geo-information technology and techniques for supporting EIS in sustainable development in Africa will be identified.
