Blurb (max 320 characters)The Nuuk Declaration of May 2011 establishes as first legally binding Agreement of the Arctic Council the Search and Rescue Agreement (SAR) designed to reinforce cooperation in aeronautical and maritime operations.

The Declaration also establishes a permanent Arctic Council Secretariat in Tromsø, Norway, as a way to strengthen the international forum.

The Arctic Council encourages its Members to implement relevant recommendations for reducing Black Carbon emissions as well as it recognizes the competence of UNEP to deal with the mercury issue, relevant to Arctic Indigenous Peoples.
