Footnotes for Trends in Technology Transfer: Financial Resource Flows

1. Loans to developing countries made by multilateral lending institutions are technically counted as ODA when the loan is disbursed. When the principal and interest are repaid, a negative entry is made in the ODA statistics. If the loan is cancelled, the funds provided are then considered to have been a grant. Because they share certain characteristics with commercial loans, however, MDB loans are discussed here.

2. The official name is The Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer.

3. The GEF also funds ODS phaseout projects in countries with economies in transition, as these countries are not eligible to receive support from the Multilateral Fund.
